This was originally a communications network that was activated during a disaster to disseminate information to our Asia-Pacific NGO offices. Now APCEDI has a much wider application across the Asia-Pacific Region.

APCEDI ALERT Sri Lanka-BOBW, Cyclone 07B (TD 3), #8, 2006: Cyclone 07B Wobbles off the Tamil Nadu Coast as it Begins to Weaken

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology continue to provide guidance on Cyclone 07B in the Bay of Bengal between Jaffna and Chennai. The centre of Cyclone 07B is now located about 300 km northeast of Jaffna and 420 km east-southeast of Chennai. It is largely stationary although in the last 6 hours it has been moving slowly east-northeastward at 2 kt.

The JTWC has issued 8 cyclone alerts for this system. It is currently at Tropical Storm strength and is forecast to slowly weaken. Since Cyclone 07B is moving slightly east-northeastward it is now moving away from both Sri Lanka and India. Therefore the chances of Cyclone 07B making landfall are now receding. However, a few coastal showers are still around coastal Tamil Nadu and Andhra Pradesh.

Even though the dangers from the storm are receding, authorities, aid workers and residents in Sri Lanka and in Tamil Nadu and Andhra Pradesh in India should continue to maintain vigilance with this system in case it restrengthens or changes course.

The cyclonic storm in the Bay of Bengal has weakened and was located near latitude 10.8N longitude and 83.7E at 0230 hours today 20th December 2005. The distance of the system is about 300 km northeast of Jaffna. It is moving away from the island.

However, the Northern deep seas will continue to experience strong winds, rough conditions and intermittent showers. The fishing and naval community is requested not to venture in to the said deep seas.

A few showers will be experienced in the Western, Sabaragamuwa, Central and Northwestern Provinces. Isolated thundershowers may develop in the Uva Province during the afternoon.

The deep depression over southwest Bay of Bengal remained practically stationary and lay centered at 0230 IST of 20th December near Lat. 11.5o N and Long. 82.5o E about 300 km east of Cuddalore. The system is likely to move slowly in a northerly direction, recurve later and move northeastwards. The chances of the system crossing north Tamilnadu - south Andhra Pradesh coast have now receded.

However, under its influence fairly widespread rainfall with isolated heavy falls still likely along north Tamilnadu coast.

State of sea will continue to be rough along and off north Tamilnadu coast. Fishermen are advised to be cautious while venturing into the sea.

HEAVY RAINFALL WARNING

ISOLATED HEAVY TO VERY HEAVY FALLS IS LIKELY ALONG NORTH TAMIL NADU & PONDICHERRY AND SOUTH COASTAL ANDHRA PRADESH AND ISOLATED HEAVY FALLS OVER NORTH COASTAL ANDHRA PRADESH DURING NEXT 48 HOURS. STRONG WINDS WITH SPEED REACHING 50-60 KMPH ALSO LIKELY ALONG AND OFF NORTH TAMIL NADU-SOUTH ANDHRA PRADESH COASTS DURING THE SAME PERIOD. APCEDI ALERT Sri Lanka-BOBW, Cyclone 07B (TD 3), #7, 2006: Cyclone 07B Largely Stationary off the Coast of Tamil Nadu

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology continue to provide guidance on Cyclone 07B in the Bay of Bengal between Jaffna and Chennai. Cyclone 07B has not yet been given a name by the Indian authorities. The centre of Cyclone 07B is now located about 250 km northeast of Jaffna, 250 km east of Nagapattinam and 300 km southeast of Chennai. It is largely stationary although in the last 6 hours it has been moving slowly northward at 2 kt.

The JTWC has issued 6 cyclone alerts for this system. It is currently at Tropical Storm strength and is forecast to maintain current strength or slowly weaken. Since Cyclone 07B is stationary to very slow moving off the northeast coast of Sri Lanka, outer rain bands continue to cycle across the northern part of the island bringing rain showers, some of them heavy.

The cyclone is now off the Tamil Nadu Coast, but there is great divergence between the models about its future course as it is in a weak steering environment. Rain bands continue to move into much of coastal Tamil Nadu from Nagapattinam north and in parts of southern and central Andhra Pradesh. A large area of convection continues to be situated just to the east of Chennai. There have been no reports of flooding or damage from Sri Lanka, and people from low-lying coastal areas are likely to be allowed to return later today. Evacuations began today in vulnerable coastal districts of of Tamil Nadu and Andhra Pradesh including Cuddalore, Kancheepuram, Chennai, Tiruvallur and Nellore districts. Also schools and colleges in Cuddalore, Kancheepuram, Chennai and Tiruvallur districts remained closed today due to the rains. More details on the news can be found in The Hindu

Given the recent the heavy rainfall from Cyclones Baaz and Fanoos in the last few weeks, the saturation of soils throughout much of Southeast India and Sri Lanka is very high. Many rivers are also running very high. In addition Cyclone Fanoos last week impacted on much of the Jaffna Peninsula causing much light to moderate damage to roofs, crops and smalls houses. Much crop damage also occurred in Central Tamil Nadu. A riot in a flood relief centre in Chennai killed over 40 people earlier yesterday.

Therefore, as Cyclone 07B marks a continuation of this string of tropical cyclones, it could exacerbate the situation over the much of the area with flooding and wind damage. The risk for the Chennai/ Nellore area has been increasing given the shift in direction of the system in the last few days. Cyclone 07B, at its current strength and speed has the potential to cause localised to widespread flooding for flood-prone areas wherever it comes ashore. This includes storm surge flooding, flooding of large area rivers and flash-flooding in hill areas.

Authorities, aid workers and residents, especially in Northern and Eastern Sri Lanka and in Tamil Nadu and Andhra Pradesh in India should maintain extreme vigilance with this system. Government and aid workers (including all AFAP, NSRC, RRI and other affiliated aid workers) along the Sri Lankan coast and in flood prone areas, should continue to carefully monitor this system and be prepared to assist communities in which they are working should the situation warrant and the Government of Sri Lanka issue any flood or storm warnings. The Governments of both Sri Lanka and India are continuing to call on all fisherman and maritime interests in the area to stay in port in affected areas.

There will be showers or thundershowers at several places in the Western, Sabaragamuwa, Central and Northwestern Provinces. Thundershowers may develop in the Uva Province during the afternoon.

It is moving slowly northward at 4 kt.

Cyclone 07B is now moving away from Sri Lanka, although outer rain bands continue to cycle across the island bringing rain showers, some of them heavy. The cyclone is now paralleling the Tamil Nadu Coast. Rain bands continue to move into much of coastal Tamil Nadu from Nagapattinam north and in parts of southern and central Andhra Pradesh. However, the North sea will continue to experience strong winds, rough conditions and intermittent showers. The fishing and naval community is requested not to venture to the seas extending from Mannar to Potuwil through Jaffna and Tricomalee during the next 24 hours.

Occasional showers or thundershowers, heavy in some places, are expected in Western, Sabaragamuwa, Central, Northwestern and Southern Provinces. A few showers will be experienced elsewhere. Fairly strong winds at times will also be experienced over the Western slopes of the Central Highlands.

APCEDI ALERT Sri Lanka-BOBW, Cyclone 07B (TD 3), #5, 2006: Cyclone 07B Continues to Track Slowly off Northeast Sri Lanka Coast

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology continue to provide guidance on Cyclone 07B in the Bay of Bengal, northeast of Sri Lanka. Cyclone 07B has not yet been given a name by the Indian authorities. The centre of Cyclone 07B is now located about 220 km east of Jaffna, 350 km southeast of Nagapattinam, and 350 km south-southeast of Chennai. It is moving to the northwest at 5 kt.

The JTWC has issued 4 cyclone alerts for this system. It is currently at Tropical Storm strength and is forecast to slowly strengthen or maintain current strength. Due to the change in course to the north, the likelihood of the centre crossing Northern Sri Lanka continues to lessen. However, it continues to parallel the northeast coast just offshore, and if it stays on its present course, will likewise begin to parallel the Tamil Nadu Coast later tomorrow. A large area of convection continues to be situated just to the northeast of Sri Lanka, and the cyclone continues to cycle outer rain bands, some occasionally heavy, across northern and eastern parts of the country.

Evacuations have remained in force tonight in Sri Lanka for many low-lying coastal areas in northern and northeastern parts of the island including low-lying, flood-prone areas of Jaffna, Trincomalee, Batticaloa and Kalmunai. Rain bands are also starting to move into much of coastal Tamil Nadu from Nagapattinam north and in parts of southern and central Andhra Pradesh. Evacuations may begin in vulnerable coastal areas of these Indian states tomorrow.

THE SYSTEM IS IN A BROAD, MID-LEVEL CYCLONIC ENVIRONMENT WITH SEPARATE RIDGES TO THE EAST AND WEST OF THE STORM. TC 07B CONTINUES TO TRACK ALONG THE SOUTHWESTERN PERIPHERY OF THE WEAKENING MID-LEVEL STEERING RIDGE CENTERED OVER INDOCHINA. AS THE STEERING INFLUENCE OF THIS EASTERN RIDGE SUBSIDES, THE CYCLONE WILL TRACK SLOWLY POLEWARD AND NEARLY PARALLEL TO THE COAST OF INDIA. The cyclonic storm in the Bay of Bengal was located near latitude 10.0N longitude and 82.5E at 1000 hours today 18th December 2005. The distance of the system is about 200-250 km East of Jaffna. It is likely intensify further and move in a Northwest direction towards the Tamilnadu coast of South India. The system is unlikely to cross Northern part of Sri Lanka.

The fishing and naval community is requested not to venture to the seas extending from Puttalam to Potuwil through Jaffna and Tricomalee as the seas will experience strong winds, very rough conditions and continuous rain during the next 24 hours.

Occasional showers or thundershowers, heavy in some places, and strong winds up to 80kmph are expected in Northern, Eastern, North-Central and North-western Provinces. Western, Central and Sabaragamuwa Provinces will also experience fairly strong winds and rain at times.

Low lying coastal zones from Puttalam to Mullativu through Jaffna are likely to be inundated by sea waves generated by strong winds.

The deep depression over southwest Bay of Bengal remained practically stationary and lay centered at 1130 hrs. IST of 18th December near Lat. 10.0o N and Long. 83.0o E about 350 km east-southeast of Nagapattinam. The system is likely to intensify further and move in a northwesterly direction and cross north Tamilnadu coast between Nagapattinam and Chennai by tomorrow, 19th December, evening. .

Under its influence fairly widespread rainfall with isolated heavy to very heavy fall is likely along north Tamilnadu - south Andhra Pradesh coasts during next 48 hours. Strong winds with speed reaching 50-60 kmph also likely along and off the above coasts during the same period.

State of sea will be rough to very rough along and off north Tamilnadu - south Andhra Pradesh coasts. Fishermen are advised not to venture into the sea.

APCEDI ALERT Sri Lanka-BOBW, Cyclone 07B (TD 3), #4, 2006: Cyclone 07B Tracking Slowly off Northeast Sri Lanka Coast

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology continue to provide guidance on Cyclone 07B in the Bay of Bengal, east of Sri Lanka. Cyclone 07B has not yet been given a name by the Indian authorities, but this should occur later today. The centre of Cyclone 07B is now located about 200 km northeast of Batticaloa, 400 km southeast of Nagapattinam, and 500 km south-southeast of Chennai. It is moving to the northward at 5 kt.

The JTWC has issued 3 cyclone alerts for this system. It is currently at Tropical Storm strength and is forecast to slowly strengthen. Due to the change in course to the north, the likelihood of the centre crossing Northern Sri Lanka is lessening. However, it continues to parallel the northeast coast just offshore. A large area of convection continues to be situated just to the northeast of Sri Lanka, and the cyclone continues to cycle outer rain bands, some occasionally heavy, across northern and eastern parts of the country. Evacuations have remained in force today in Sri Lanka for many low-lying coastal areas in northern, northeastern, eastern, parts of the island including low-lying, flood-prone areas of Jaffna, Trincomalee, Batticaloa and Kalmunai.

Given the recent the heavy rainfall from Cyclones Baaz and Fanoos in the last few weeks, the saturation of soils throughout much of Southeast India and Sri Lanka is very high. Many rivers are also running very high. In addition Cyclone Fanoos last week impacted on much of the Jaffna Peninsula causing much light to moderate damage to roofs, crops and smalls houses. Much crop damage also occurred in Central Tamil Nadu.

Therefore, as Cyclone 07B marks a continuation of this string of tropical cyclones, it could exacerbate the situation over the much of the area with flooding and wind damage. This is particularly true for the Jaffna Peninsula and for internally displaced people still in temporary housing from last year's tsunami. Cyclone 07B, at its current strength and speed has the potential to cause localised to widespread flooding for flood-prone areas wherever it comes ashore. This includes storm surge flooding, flooding of large area rivers and flash-flooding in hill areas.

Authorities, aid workers and residents, especially in Northern and Eastern Sri Lanka and in Tamil Nadu and Southern Andhra Pradesh in India should maintain extreme vigilance with this system. Government and aid workers (including all AFAP, NSRC, RRI and other affiliated aid workers) along the Sri Lankan coast and in flood prone areas, should continue to carefully monitor this system and be prepared to assist communities in which they are working should the situation warrant and the Government of Sri Lanka issue any flood or storm warnings. The Governments of both Sri Lanka and India are again calling on all fisherman and maritime interests in the area to stay in port.

APCEDI ALERT Sri Lanka-BOBW, Cyclone 07B (TD 3), #3, 2006: Cyclone 07B Approaching Northeast Coast of Sri Lanka

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology continue to provide guidance on Cyclone 07B in the Bay of Bengal, east of Sri Lanka. Cyclone 07B has not yet been given a name by the Indian authorities, but this is like tonight or early tomorrow. The centre of Cyclone 07B is located about 350 km east of Colombo, 200 km east of Batticaloa and 450 km southeast of Nagapattinam and is moving to the northwest at 7 kt.

The JTWC has issued 2 cyclone alerts for this system. It is currently at Tropical Storm strength and is forecast to slowly strengthen. It will possibly cross the northeast coast of Sri Lanka sometime tomorrow, although recent models have slightly shifted its track to paralleling the northeast coast just offshore. A large area of convection is now situated just to the northeast of Sri Lanka and outer rain bands continue to approach the Sri Lankan northern and eastern coasts. Evacuations have been occurring today in Sri Lanka for many low-lying coastal areas in northern, northeastern, eastern, southeastern and southern parts of the island including low-lying, flood-prone areas of Jaffna, Trincomalee, Batticaloa, Kalmunai and Hambantota. Cyclone 07B has not yet been given a name by the Indian authorities, but this is like to occur later today. The centre of Cyclone 07B is located about 400 km east of Colombo, 250 km east of Batticaloa and 500 km southeast of Nagapattinam and is moving to the west at 06 kt.

The JTWC has issued 1 cyclone alert for this system. It is currently at Tropical Storm strength and will likely cross the east coast of Sri Lanka sometime tomorrow. A large area of convection is now situated just to the east of Sri Lanka and outer rain bands are currently approaching the Sri Lanka east coast.

Given the recent the heavy rainfall from Cyclones Baaz and Fanoos in the last few weeks, the saturation of soils throughout much of Southeast India and Sri Lanka is very high. Many rivers are also running very high. In addition Cyclone Fanoos last week impacted on much of the Jaffna Peninsula causing much light to moderate damage to roofs, crops and smalls houses.

Therefore as Cyclone 07B marks a continuation of this string of tropical cyclones, it could exacerbate the situation over the much of the area with flooding and wind damage. Cyclone 07B, at its current strength and speed has the potential to cause localised to widespread flooding for flood-prone areas throughout much of Sri Lanka. This includes storm surge flooding, flooding of large area rivers and flash-flooding in hill areas.

Authorities, aid workers and residents, especially in Northern and Eastern Sri Lanka and in Tamil Nadu and Southern Andhra Pradesh in India should maintain extreme vigilance with this system. Government and aid workers (including all AFAP, NSRC, RRI and other affiliated aid workers) along the Sri Lankan coast and in flood prone areas, should continue to carefully monitor this system and be prepared to assist communities in which they are working should the situation warrant and the Government of Sri Lanka issue any flood or storm warnings. The Governments of both Sri Lanka and India are again calling on all fisherman and maritime interests in the area to stay in port.

The system is forecast to track slightly poleward later in the forecast period as a deepening trough tracking eastward over India weakens the steering ridge. The depression in the Bay of Bengal was centered about 250km East of Batticaloa on 17th at 0230 hours. It is likely to be intensified as a cyclonic storm. Fishing and naval communities are advised to refrain from activities in the deep and shallow seas off east and southeast coasts of Sri Lanka.

There will be showers or thundershowers with fairly strong winds in the North, Eastern, North-Central and Uva Provinces, eastern slopes of the central hills, and at places in the Nuwaraeliya, Matale and Humbantota districts.

Winds will be Northwesterly or Variable and the speed will be 20-50 km/h.

The depression over southwest Bay of Bengal remained practically stationary and lay centered at 1730 hrs. IST of 16th December, 2005 near Lat. 8.00 N and Long. 84.50 E about 600 km southeast of Nagapattinam. The system is likely to move in a west-northwesterly direction.

The numerical weather prediction products suggest that this system is likely to move towards Tamilnadu coast as a depression during next 48 hours.

Under its influence fairly widespread rainfall with isolated heavy fall is likely to commence along Tamilnadu coast from late tonight. Strong winds with speed reaching 50-60 kmph also likely to commence along and off Tamilnadu coast from 17th morning.

State of sea will be rough to very rough along and off Tamilnadu coast. Fishermen are advised not to venture into the sea.

APCEDI ALERT Sri Lanka-BOBW, Cyclone Fanoos (06B/TD 2), #10, 2006: Cyclone Fanoos Dissipates over Tamil Nadu

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology are providing final guidance on Cyclone Fanoos (06B/TD2), which is now dissipating over land in Tamil Nadu.

Cyclone Fanoos weakened rapidly just before crossing the Tamil Nadu Coast near Vedaranyam around 11:00 AM local time (IST) yesterday. Fanoos continues to weaken as it tracks west at 8 kt, and the remnants are now on the Tamil Nadu-Kerala Border southwest of Vedaranyam. Areas of heavy rain continue over much of the South and Central Tamil Nadu Hill Country moving into Southern Kerala.

The JTWC has issued their 11th and final cyclone alert for this system. A flooding risk continues over the hill country of Tamil Nadu and Kerala States. Both India and Sri Lanka are continuing to warn all maritime and fishing interests in affected areas to stay in port although restrictions may be lifted later today or tomorrow. While the remnants of Fanoos will continue to weaken rapidly now that is it over land, very heavy rain will continue over much of the area for another 12-24 hours.

Damage reports are beginning to come in from the area.

Sri Lanka: The Tamil Net News Service is reporting widespread minor to moderate damage in Northern Sri Lanka especially in the Jaffna Peninsula with areas of more severe damage. This news service is reporting that thousands of homes have been damaged or destroyed particularly in Vadamaradchy north and east. There are no reports of injuries or deaths. Damage assessments are continuing.

Tamil Nadu:The Hindu is preliminarily reporting only minor damage to homes and buildings throughout affected coastal areas in large part due to the storm weakening rapidly just before impact yesterday. However, the effects on the agriculture sector are likely to be more severe from initial reports. The 30,000 people evacuated from Nagapattinam District are now being allowed to return home. The Chennai area did not receive much rain so the flooding situation was not exacerbated there. Damage assessments are continuing.

Rainfall activity over Tamilandu is likely to decrease after 24 hrs. However, it is likely to increase over Kerala and commence over South Interior Karnataka and Lakshadweep from tonight.

HEAVY RAINFALL WARNING

Isolated heavy to very heavy falls are likely over Tamil Nadu & Pondicherry . Isolated heavy falls also likely over Nicobar Islands and Kerala.

State of the sea will be rough to very rough along and off Tamilnadu coast during next 12 hrs.. Fishermen along the above coasts are advised not to venture into the sea for another 12 hrs.

APCEDI ALERT Sri Lanka-BOBW, Cyclone Fanoos (06B/TD 2), #9, 2006: Cyclone Fanoos Crosses the Tamil Nadu Coast near Vedaranyam

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology are continuing to provide guidance on Cyclone Fanoos (06B/TD2), which has just crossed the Tamil Nadu Coast.

Cyclone Fanoos crossed the Tamil Nadu Coast near Vedaranyam around 11:00 AM local time (IST). Fanoos is tracking slowly west at 4 kt. The center of the storm is now just to the west of Vedaranyam. Heavy rain bands continue over much of the Central Tamil Nadu Coast and the Jaffna Peninsula. Lighter rain bands extend south and north along the Tamil Nadu Coast up to the Andhra Pradesh Border. Lighter rain bands are also over parts of Sri Lanka south of the Jaffna Peninsula.

The JTWC has issued 10 cyclone alerts for this system. This continues to be a serious situation for Tamil Nadu State, especially central and northern coastal areas, and for Northern Sri Lanka, especially the Jaffna Peninsula. Both countries are continuing to warn all maritime and fishing interests in affected areas to stay in port. While Fanoos will continue to weaken rapidly now that is it over land, very heavy rain will continue over much of the area for another 12-24 hours. Rainfall will be exacerbated by the slow movement of the storm.

No major damage reports have yet been received from these areas as the storm is still continuing, although some power outages are being reported from the Jaffna Peninsula and along the Central Tamil Nadu Coast. It is likely that there are areas of widespread minor to moderate to locally severe damage on the Jaffna Peninsula and adjacent areas of Northern Sri Lanka. Tsunami refugees in these areas, many still in temporary shelters, could be particularly badly affected.

Given the heavy flooding in Tamil Nadu from Cyclone Baaz, and the saturation of soils throughout much of Southeast India and Sri Lanka from subsequent tropical waves, Cyclone Fanoos still has the potential to cause widespread severe to localised devastating flooding across the area in and around where it comes ashore including areas of Northern Sri Lanka and Tamil Nadu State. This includes storm surge flooding, continued flooding of large area rivers and flash-flooding in hill areas.

While it looks like the main areas of heavy rain will continue to the south of Chennai, the state capital's 2 main rivers, the Adyar and Cooum, continue at or near flood stage in many areas throughout the city and in rural areas. Thus any additional heavy rain in and around Chennai has the potential to make the situation much worse.

However, very strong winds and showers will continue in the northern parts of the island tonight. The sea areas off the coast extending from Mannar to Trincomalee via Jaffna will experience very rough conditions, strong winds and intermittent rain and thundershowers. Therefore, it is requested to refrain from fishing and naval activities in the said areas.

Northern, Northwestern, Eastern and North central provinces will experience rain or thundershowers with strong winds. Cloudy and occasional rain and thundershowers with fairly strong winds are expected in the Central, Western, and Sabaragamuwa provinces.

Coastal belt from Jaffna to Kalpitiya may be inundated by sea waves generated by strong winds.

Northern, Eastern and North central provinces will experience rain or thundershowers with strong winds. Cloudy and occasional rain and thundershowers are expected in Northwestern, Central, Western, and Sabaragamuwa provinces.

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology are continuing to provide guidance on Cyclone Fanoos (06B/TD2) in the Bay of Bengal.

Cyclone Fanoos is located about 200 km east-northeast of Jaffna, Sri Lanka or 300 km southeast of Cuddalore, Tamil Nadu and is again picking up forward speed to the west. Fanoos has strengthened to a Category 1 Cyclone on the Saffir-Simpson Scale. The JTWC has issued 9 cyclone alerts for this system. Heavy rain bands of the system are moving across Northern Sri Lanka and continuing to come onshore in coastal Tamil Nadu. This is a serious situation for both Southeast India and Northern Sri Lanka with both nations being impacted by Fanoos. Both countries are warning all maritime and fishing interests in affected areas to stay in port. Satellite imagery is showing that Fanoos is currently crossing over the Jaffna Peninsula. It is therefore likely that minor to moderate damage on the Jaffna Peninsula and adjacent areas of Northern Sri Lanka could be widespread and in some areas locally severe. The Cyclonic Storm, 'Fanoos' over southwest Bay of Bengal Bengal remained practically stationary and lay centered at 2330 IST of 9th December 2005 near Lat. 10.50 N and Long. 81.50 E about 230 km southeast of Cuddalore. The system is likely to intensify further and move in a westerly direction and cross Tamilnadu coast between Tondi and Pondicherry around noon of 10th December 2005.

Under its influence widespread rainfall with scattered heavy to very heavy falls are likely over coastal Tamilnadu and south coastal Andhra Pradesh during next 24 to 36 hours. Fairly widespread rainfall with isolated heavy falls also likely over interior Tamilnadu and Rayalaseema during the same period.

Gale force wind speed reaching 70-80 kmph are likely along and off Tamilnadu coast between Tondi and Pondicherry damaging thatched huts, breaking of tree branches causing minor damage to power and communication line in coastal Tamilnadu between Tondi and Pondicherry during next 24 hours. Squally winds with speed reaching 50-60 kmph also likely along and off rest Tamilnadu and south Andhra Pradesh coasts during the same period.

Storm surge of 1 - 2 metres above astronomical tide likely to occur around the point of landfall inundating low lying areas.

State of sea will be high to very high along and off Tamilnadu coast between Tondi and Pondicherry and rough to very rough along and off rest Tamilnadu and south Andhra Pradesh coasts. Fishermen along these coasts are advised not to venture into the sea.

APCEDI ALERT Sri Lanka-BOBW, Cyclone Fanoos (06B/TD 2), #7, 2006: Cyclone Fanoos Bears Down on Sri Lanka's Jaffna Peninsula / India's Tamil Nadu Coast

The Joint Typhoon Warning Center (JTWC) and the Sri Lanka and India Departments of Meteorology are continuing to provide guidance on Cyclone Fanoos (06B/TD2) in the Bay of Bengal.

Cyclone Fanoos is located about 200 km east-northeast of Jaffna, Sri Lanka or 300 km southeast of Cuddalore, Tamil Nadu and has slowed its forward movement in the last few hours. It is maintaining its current strength. The JTWC has issued 8 cyclone alerts for this system. Heavy outer rain bands of the system are beginning to move onshore in Northern Sri Lanka and Tamil Nadu. This is increasingly becoming a serious situation for both Southeast India and Northern Sri Lanka with both nations likely to be impacted by Fanoos. Both countries are warning all maritime and fishing interests in affected areas to stay in port. Sri Lankan authorities are now calling for the possibility of Fanoos crossing over or just north of the Jaffna Peninsula later today. If this eventuates, damage on the Jaffna Peninsula could be widespread and locally severe. Tsunami refugees in these areas, many still in temporary shelters, could be particularly badly affected.

Given the heavy flooding in Tamil Nadu from Cyclone Baaz, and the saturation of soils throughout much of Southeast India and Sri Lanka from subsequent tropical waves, Cyclone Fanoos has the potential to cause widespread severe to localised devastating flooding across the area in and around where it comes ashore including areas of Northern Sri Lanka and coastal Tamil Nadu State. This includes storm surge flooding, continued flooding of large area rivers and flash-flooding in hill areas. Chennai's 2 main rivers, the Adyar and Cooum continue at or near flood stage in many areas throughout the city and in rural areas. Cyclonic storm "Fanoos", according to latest observations, is moving toward Jaffna Peninsula. It is likely to cross Jaffna Peninsula between midnight (09th) and tomorrow morning. The sea areas off the coast extending from Mannar to Trincomalee via Jaffna will experience very rough conditions, strong winds and intermittent rain and thundershowers. Therefore, it is requested to refrain from fishing and naval activities in the said areas.

Northern, Northwestern, Eastern and North central provinces will experience rain or thundershowers with strong winds. Cloudy and occasional rain and thundershowers with fairly strong winds are expected in the Central, Western, and Sabaragamuwa provinces.

Under its influence widespread rainfall with scattered heavy to very heavy falls are likely over coastal Tamilnadu and south coastal Andhra Pradesh during next 36 hours. Fairly widespread rainfall with isolated heavy falls also likely over Interior Tamilnadu and Rayalaseema during the same period.

With the continuing increase in intensity and the movement to the west-northwest, this is increasingly becoming a serious situation for both Southeast India and Northern Sri Lanka. THE SYSTEM HAS TURNED NORTHWESTWARD OVER THE PAST 12 HOURS. TC 06B IS MOVING SLOWLY IN A WEAK STEERING ENVIRONMENT AS IT RECEIVES STEERING INFLUENCE FROM TWO ADJACENT RIDGES. THE SYSTEM HAS SHOWN SOME IMPROVED ORGANIZATION OVER THE PAST 12 HOURS. The cyclonic storm "Fanoos" in the Bay of Bengal was about 600km North-East of Trincomalee at 07/2030 hours. It is moving to the west. The fishing and naval community is further advised to refrain their activities in the deep sea beyond 200kms off the coast from the North-Eastern coast.

There will be showers at a few places in the Northern, Eastern and Uva provinces. Thundershowers will develop at a few places in the Central, Sabaragamuwa and Southern provinces during the afternoon or night.

Under the influence of cyclonic storm "Fanoos" in the Bay of Bengal, the deep seas off the coast extending from Jaffna to Batticoloa via Trincomalee will experience very rough conditions, strong winds and intermittent rain and thundershowers.

Winds will be Northwesterly or Variable and the speed will be 20-40 km/h.

The system is likely to intensify further and move in a westerly direction towards Tamilnadu Coast during next 48 hours.

Under its influence fairly widespread rainfall with isolated heavy falls are likely to commence along Tamilnadu-south Andhra Pradesh coast from 9th morning onwards. Strong winds with speed reaching 60-70 kmph also likely to commence from 9th morning along and off the above coast.

State of sea will become very rough to high as the system comes nearer. Fishermen along the above coast are advised not to venture into the sea.

Cyclone Fanoos is located about 600 km northeast of Trincomalee, Sri Lanka or 750 km east-southeast of Chennai, Tamil Nadu and is moving to the southwest at 04 kt. The JTWC has issued 4 cyclone alerts for this system.

TROPICAL CYCLONE (TC) 06B, LOCATED APPROXIMATELY 410 NM EAST-SOUTHEAST OF MADRAS, INDIA, HAS TRACKED SOUTHWESTWARD AT 04 KNOTS OVER THE PAST 06 HOURS. THROUGH THE FORECAST PERIOD, THE SYSTEM WILL CONTINUE TO TRACK ALONG THE SOUTHEASTERN TO SOUTHERN PERIPHERY OF THE LOW TO MID LEVEL STEERING RIDGE ANCHORED OVER THE NORTHERN ARABIAN SEA. DUE TO THE CURRENT AND FORECAST ENVIRONMENT OF MODERATE VERTICAL WIND SHEAR, INTENSIFICATION AT LESS THAN A CLIMATOLOGICAL RATE IS EXPECTED THROUGH TAU 48. MAXIMUM SIGNIFICANT WAVE HEIGHT AT 070600Z IS 15 FEET. NEXT WARNINGS AT 072100Z AND 080900Z.//

The depression in the Bay of Bengal has intensified unto a cyclonic storm and was about 600km North-East of Trincomalee at 07/1000 hours. It is moving to the west-northwest direction, The fishing and naval community is further advised to refrain their activities in the deep sea beyond 300kms off the coast from the North-Eastern coast.

There will be showers at a few places in the Eastern and Uva provinces. Scattered thundershowers will develop in the Central, Sabaragamuwa, Southern, Western and North-western provinces during the afternoon and night.

North-Eastern deep seas will be rough.

Subject : Cyclone over southeast Bay of Bengal

The Cyclonic Storm 'Fanoos' over southeast Bay of Bengal moved slightly westwards and lay centered at 1130 IST of 7th December, 2005 near Lat. 11.00 N and Long. 87.00 E about 750 km east-southeast of Chennai. The system is likely to intensify further and move in a westerly direction towards Tamilnadu Coast during next 48 hours.

Under its influence fairly widespread rainfall with isolated heavy falls are likely to commence along Tamilnadu-south Andhra Pradesh coast from 8th evening onwards. Strong winds with speed reaching 50-60 kmph also likely to commence from 8th evening along and off the above coast.

State of sea will become rough to very rough from that time onwards. Fishermen along the above coast are advised not to venture into the sea.

WARNINGS

HEAVY RAINFALL WARNING
1. ISOLATED HEAVY RAIN COMMENCE OVER COASTAL TAMIL NADU AND SOUTH COASTAL ANDHRA PRADESH FROM 8TH EVENING. 2. STRONG WINDS WITH SPEED REACHING 50-60 KMPH AND ROUGH TO VERY ROUGH SEA CONDITIONS ARE LIKELY ALONG & OFF ABOVE COASTS AROUND THE SAME TIME. FISHERMEN ARE ADVISED NOT TO VENTURE INTO THE SEA OVER THESE AREAS.



APCEDI will continue to monitor this cyclone as it moves toward India and Sri Lanka.

While APCEDI does not normally monitor cyclones in the Bay of Bengal, given AFAP's tsunami relief effort and that of many agencies in the region, APCEDI will continue to bring reports from this region, as warranted, for the next year or longer if needed.
